NOTICE of RACE

 

 

1/ ORGANISING AUTHORITY

 

The “DRAGON OPEN INTERNATIONAL in DEAUVILLE” will be organized from Wednesday 24th to Saturday 27th June 2009, by the Deauville Yacht Club, affiliated to the French Sailing Federation (FFV), with the support of the French Dragon Association (AFSID), the City of Deauville and the Yacht Club de France.

 

2/ RULES

 

The Regatta will be governed by:

 

-  the ISAF RULES (RRS) valid for 2009-2012,

-  the rules of the International Dragon Association,

-  this notice of race, the sailing instructions,

-   Advertising: category A as per rule 20 of the ISAF (RRS) rules.

 

3/ ELIGIBILITY

 

The Regatta is open to all yachts of the International Dragon Class up to date with its class obligations. The valid registration / measurement certificate shall be presented to the organisers. The owners must be up to date on their contribution to their national association.


4/ ENTRY FEES

 

4.1 –All French participants must have in their possession their annual licence
(licence 2009 with a medical stamp or certificate and parental authorisation for those participants under 18).

 

4.2 –Foreign participants must have in their possession a document, which is the equivalent of the French sailing licence or covered by the boat’s insurance. (UK).

 

4.3 – Each owner or chatterer must have a minimum civil liability insurance of 1.5 million Euros. A damages insurance certificate must be supplied for each participating boat.

 

4. 4 - Inscriptions are taken into account from the publication of the notice of race

 

-          By the web site
(Chapter ‘’ Dragon Open international ‘’  by sending  the inscription form)

-          By returning the inscription form downloadable from the www.dyc14.com Deauville Yacht Club, Quai de la Marine, 14800 Deauville (France),
accompanied with the inscription fee.

 

-          Foreign crews can pay their inscription fee by bank transfer to the order of Deauville Yacht Club according to the following instructions.

4.5 –The entry fee is 290 euros.

 

This fee includes the launching and the hauling out, the berthing in « the Municipal harbour of Deauville », and  3 entries for competitors for each official function including the crew regatta dinner and all cocktails.

 

4.6 – The number of participants is limited to 50 Dragon.

 

5/ SCHEDULE

 

5.1 – Schedule of races:

briefing at 09.00,
Warning signal at 10.45 for one or several races,

at 18.00 : Welcome Cocktail– Deauville Yacht Club,

Warning signal at 11.40 for one or several races Free evening,

 

Friday 26

Warning signal at 12.30 for one or several races,

at 20.30 Crew Dinner

 

Saturday 27

Warning signal at 13.15 for one or several races,

hauling out after the last race at 17.00,

19.30 Prizes Giving at Deauville Yacht Club

Lucky dip for the trailer.

6/SCORING SYSTEM

 

6.1 – The low point scoring system, appendix A of the ISAF Rules (RRS) will apply.

 

6.2 – The overall ranking will be carried out by withdrawing the worst score if 5 races or more are run and validated.

 

6.3 – Three races are necessary to validate the regatta.

 

6.4 – For Classics Dragon (wooden boat built before 1972)
a special ranking will be set up by extraction from the overall ranking.


7 / COURSE and RACE AREAS


The course will be windward - leeward type.
The racing zone is situated in front of Deauville or / Trouville


8 / SAILING INSTRUCTIONS


The sailing instructions will be available to the competitors after confirmation of their registration by the race office.

 

9 / PRIZES

 

All boats will receive a prize. On the last day a Lucky dip will be organised; and the prize for this Lucky dip will be an Aluminium double axle trailer for Dragon made by Harbeck®

 

10 / USE OF RIGHT

 

The owner or user of the yacht and any possible sponsor, by the sole fact of their participation, assign the organiser the unrestricted right and permission to use, for promotional purposes or other ,any text, photo or video footage relating to their participation in the event to be published or broadcast via the press, television or internet (non exhaustive list)

 

11 / RESPONSIBILITES OF THE ORGANISER AND THE COMPETITORS

 

It is the responsibility of each competitor to decide for him or herself whether he or she should take the start or remain racing. The skippers are personally responsible for any material or physical accident affecting their boat or their crew. It shall be the skipper’s sole responsibility to acquire all the necessary insurance. As regards the application and interpretation of the texts of the documents quoted in 2.1 of the notice of race and the settling of any related disputes therein, the registering of the yacht implies giving up any right to appeal other than those indicated in the RRS.
